The OFH programme started in 2020 and is being delivered in phases.

A map locating where phases are taking place at North Devon District Hospital.

Phase Zero – Electronic Patient Record: The Trust successfully rolled out a new Electronic Patient Record (EPR) system at North Devon District Hospital in 2022. This is a joint system with the Royal Devon and Exeter Hospital (Wonford), were the EPR was launched in 2020. Electronic records are important first step in modernising our services and will help us maximise the benefits of developing digital technology. They enable staff to access vital patient information wherever they are and help care feel more joined-up for patients.

Phase One – Enabling works: This first stage will see us build new high-quality staff accommodation on site. It will be used by colleagues needing short-term stays, such as on-call staff, locum doctors, students and staff searching for permanent housing. We will do this work by demolishing the existing unfit properties.

By enhancing our current residences, we can attract, recruit and retain more staff and medical students, and make sure North Devon District Hospital is a great place to work.

This phase also includes enabling works to ensure our site is prepared for the next phase of the development. This includes the construction of an orbital (ring) road, additional parking, a new site entrance and exit, plus a resized helipad.

Phase Two – New Clinical Buildings: In this phase, we will create the new clinical buildings which will house facilities from our estate which are in the greatest need of upgrade. This will include building a larger intensive care unit, new operating theatres, new maternity, high dependency and emergency departments, as well upgrading the endoscopy department and increasing the number of MRI and CT scanners.

We plan for the new clinical buildings to be multi-level, easier to get around, with several entrances, and be flexible to accommodate the various needs of our patients and services in the future. This approach will support us to eliminate maintenance backlog issues, and deliver effective health and care services to more people in our communities. It will also improve access and conditions for staff, patients and visitors.

Phase Three - Reconfiguration of remaining estate: TBC
